EHDC LOCAL PLAN REVIEW: The public consultation on EHDC’s draft Local Plan will run from 22 January until 8 March.  This draft plan proposes 3 large developments in our parish, including a whopping 1,000 new houses at Neathan Manor Down.

SDNPA LOCAL PLAN REVIEW: Slides from the South Downs National Park Authority’s (SDNPA’s) Dec 2023 workshop (available here) detail SDNPA’s progress with its Local Plan Review, including initial findings on development need and land availability.

BINSTED PARISH PRIORITY STATEMENT: In October 2023, BPC submitted Binsted’s ‘Parish Priority Statement’ (see below). Thanks to all who completed our summer survey that informed this work.

HAMPSHIRE’s MINERALS AND WASTE PLAN CONSULTATION: The Regulation 19 Proposed Submission Consultation on the Hampshire Minerals and Waste Plan is open from 9 January until 5 March. Documents and response form are online at https://www.hants.gov.uk/minerals-waste-update

HAMPSHIRE COUNTY COUNCIL’s SERVICES: HCC is consulting the public on what HCC services should fund after April 2025, such as: road maintenance and gritting; public transport; library stock levels; waste recycling; adult social care; homelessness support and funding; and Hampshire Cultural Trust. BIRDWORLD REDEVELOPMENT PROPOSALS: In November 2023, Haskins undertook initial public consultations about its plans to upgrade Birdworld and build a roundabout on A325, with a view to submitting a planning application in January 2024. BLACKNEST GOLF CLUB: Blacknest Golf and Country Club was recently purchased by ‘360 Golf’, a multi-course golf management company. A planning application seems likely to be needed to make the alterations in facilities and operation that are sought.

JOLLY FARMER PUB CLOSURE: In January 2024, Fullers closed its ‘Jolly Farmer’ pub in Blacknest in and has put the pub up for sale through Savills.

BENTLEY STATION FOOTBRIDGE – HCC is still reviewing Network Rail’s application to extinguish and divert two footpaths at Bentley Station, which would be Network Rail’s first step towards obtaining permission to replace the current Bentley Station footbridge with a new footbridge/lift. HCC advised BPC (20 Nov 2023) that its pre-consultation is complete and that a report is in preparation for senior officers to decide the issue.

FARNBOROUGH AIRPORT:  Binsted Parish Council submitted a strong objection in December 2023 to Farnborough airport’s planning application (23/00794/REVPP) which seeks to increase: aircraft movements (from 50,000 to 70,000 p.a.), aircraft weights, and numbers of flights by heavier aircraft.

CONSULTATION ON CIVIL AVIATION AUTHORITY’S (CAA’S) AIRSPACE MODERNISATION STRATEGY. In 2018, a programme to modernise the UK’s airspace started, involving 20 airports (including Farnborough) and NATS. It’s complicated but important – there will be significant change in numbers of flights overflying people. Farnborough Noise website has the latest information.
